It’s too soon in many situations. The muscles and bones are still developing rapidly in children, and strenuous weight training can damage both. As a child enters adolescents, it is possible to do a safer and more effective weight training program without extra damage to growing tissue.

I have always heard that it was not good for children to start lifting weights until they have gone through puberty.

Weight lifting is safe for kids when done appropriately. Kids can start weight lifting and conditioning whenever they feel that they want to but most programs start with kids in 7-8th grade and by the time they are in high school they start to get serious about training.
